Had it not been for Luke's letter to Theophilus, we would have little proof of Paul's Apostleship and his authority to instruct in the doctrines, administration, organization, and workings of the Church. Luke proves Paul's Apostleship by comparing his ministry to that of Peter's. Roughly half of the letter is about Peter, and half is about Paul. But when you look at the details of the two separate ministries, you should immediately realize that Luke includes a matching point in Paul's ministry for every important point in Peter's ministry.

Luke's letter is in three parts.
Part 1: Home Evangelism Under the Ministry of Peter (1:12 - 7:60).
Part 2: Country Evangelism Under the Ministry of Peter (8:1 - 12:23)
Part 3: World Evangelism Under the Ministry of Paul (13:1 - 28:31).
