Ziel des Internationalen Übereinkommens von 1973 zur Verhütung der Meeresverschmutzung durch Schiffe in der Fassung des Protokolls von 1987 (MARPOL 73/78) ist die Reduzierung des Eintrags von Schadstoffen in das Meer durch die Schifffahrt. Dies soll durch umfassende schiffbauliche Vorschriften, Ausrüstungsverpflichtungen, Betriebsvorschriften und Einleitungsverbote gewährleistet werden. Die Vertragsparteien des Übereinkommens verpflichteten sich, die Vorschriften zum Meeresumweltschutz auf die unter ihrer Hoheitsgewalt betriebenen Schiffe anzuwenden.§Das Buch zieht eine ebenso wissenschaftliche wie engagierte Bilanz aus 30 Jahren MARPOL, zeigt die Schwierigkeiten bei der Anwendung auf und verdeutlicht dabei, welche Grenzen einem umfassenden, internationalen Vertragsrecht gesetzt sind, wenn die Anwendung den Vertragsparteien überlassen wird und somit ein großer Spielraum für den Einfluss von Wirtschaft und nationaler Politik besteht.
