Anders als klassische Einwanderungsländer steuerte die Bundesrepublik die Zuwanderung nicht nach Kriterien der Qualifikation. Dies führte zur Konzentration ethnischer Gruppen in Großstädten, meist in Stadtteilen mit hoher Armutsquote. Stefan Luft sieht darin die Hauptursache für die unzureichende Integration der Migranten sowie deren mangelnden Spracherwerb. Am Beispiel der türkischen Zuwanderung zeigt er, dass die Politik lange die Bewahrung von Herkunftsidentitäten in den Vordergrund stellte, heute jedoch zunehmend Integrations- und Anpassungsleistungen fordert. Er plädiert für einen migrationspolitischen Realismus jenseits von Skandalisierung und Multikulturalismus.
