Die vorliegende Neuauflage des Kommentars bietet einen systematischen, aber auch kritischen Überblick über diese Judikatur und versucht wie die Vorauflage, für Problemstellungen, zu denen noch keine Entscheidungen vorliegen, Lösungen zu entwickeln.
