De 1960 ŕ 2001, Madagascar a été gouverné par trois partis gouvernementaux. L'analyse s'intéresse au rapport ŕ l'espace des activités et des décisions politiques de deux de ces partis qui ont dominé outrageusement la scčne politique durant leur mandat respectif. Il s'agit du PSD de 1958-1972 et de l'AREMA de 1975-1993 puis de1997-2001. Le PSD a hérité de l'époque coloniale une administration trčs centralisée qui s'appuie sur une organisation administrative déconcentrée et technocratique. Il a mis en place le plan quinquennal, véritable outil de développement. L'AREMA quant ŕ lui a mené une réforme administrative débouchant sur la mise en place du VIP, structure décentralisée. Au contraire du PSD qui voulait que chaque préfecture définisse sa propre priorité, l'AREMA a privilégié la centralisation des initiatives économiques. Cette politique s'est révélée désastreuse si bien qu'ŕ son retour au pouvoir en 1997, le Parti décide de se conformer ŕ la politique de libre-entreprise.
